THE DECREE GRAND PRINCE OF ALL RUSSIA About the State Symbols of Holy Russia Will of God and my command, with the purpose of development of idea of monarchic statehood of Russia and creation of Holy Roman Empire, in the name of the peace and prosperity of Russia and restoration of historical validity, understanding the historical responsibility for destiny of Russia and Russian people, testifying respect for the sovereign rights of all peoples and expressing will of Russian people: 1. Solemnly I assert the State Symbols of Holy Russia – Third Rome, namely Coat of the arms, flag, seal and hymn.
2. The Coat of the arms of Holy Russia – Third Rome is square board of purple color with the gold two-headed eagle that has lifted dismissed wings with eight by feathers everyone. Orel is topped with two small crowns and above them one big crown. On crowns crosses are established. On breast of an eagle, in gold round board, the purple octagonal star, divided on tops is located by four symmetric gold lines. Parts of star form eight purple petals. On corners of board four gold octagonal stars, divided on tops are placed by four symmetric purple lines. Parts of each star form eight gold petals.
3. The flag of Holy Russia – Third Rome is a panel of purple color at parity of width of banner to his length one to one and half in the center with the gold two-headed eagle who has lifted dismissed wings with eight by feathers everyone. Orel is topped with two small crowns and above them one big crown. On crowns crosses are established. On breast of an eagle, in gold round board, the purple octagonal star, divided on tops is located by four symmetric gold lines. Parts of a star form eight purple petals.
4. The seal of Holy Russia – Third Rome is round print with figured field on circle. In the center of seal the arms of Holy Russia – Third Rome is the two-headed eagle entered in an octagonal star, divided on tops four lines. Parts of star form eight petals. On an external circle have an inscription in Russian is Russian Imperial House of Rurikovich – Holy Russia. Internal circle have about paws of an eagle of an inscription on circle Holy Russia and Heiliges Rus.
